Officer-involved shooting under investigation after Arkansas man was fatally shot during traffic stop when he exchanged gunfire with a responding officer after refusing multiple commands

Arkansas – The Arkansas State Police Criminal Investigation Division is investigating an officer-involved shooting that occurred Sunday evening, April 12, 2026, east of Texarkana.

According to authorities, the incident began at approximately 6:15 p.m. when an Arkansas State Police trooper conducted a traffic stop on a GMC SUV traveling along State Highway 296. Prior to the stop, the trooper had confirmed that the driver, identified as 46-year-old Tommy Ray Sevier, was the subject of an active felony warrant.

Officers with the Texarkana, Arkansas Police Department responded to assist, as they were also familiar with the suspect and his outstanding warrants. During the stop, the trooper made contact with Sevier and explained the reason for the traffic violation while additional officers arrived on scene.

Officials said Sevier refused multiple commands to exit the vehicle. During the encounter, gunfire was exchanged between Sevier and a Texarkana police officer, resulting in Sevier being shot.

Officers immediately provided medical aid and requested emergency medical services. Sevier was transported to a local hospital, where he later died.

The Arkansas State Crime Laboratory will determine the official manner and cause of death.

Special agents with the Criminal Investigation Division are continuing to investigate the incident and will submit a case file to the Miller County Prosecuting Attorney’s Office. The prosecuting attorney will review the findings to determine whether the use of force was consistent with Arkansas law.
