Fort Smith, Ark. – Fort Smith voters to decide on major government change as proposed mayor-council system could trigger new elections in 2028 and replace current structure
Fort Smith, Arkansas, voters will decide on Nov. 3 whether to change the city’s form of government, with a proposed transition from the current city administrator system to a mayor-council structure that would lead to new elections in 2028.
The City of Fort Smith outlined the potential transition in a recent public information post, explaining that approval of the proposal would not immediately change the city’s leadership or government structure.
If voters approve the measure, elections would be held in November 2028 to fill positions under the proposed system. The current mayor would not automatically continue as mayor under the new structure, and current city directors would not automatically become members of the proposed City Council.
Instead, voters would elect officials to serve in the new government, including a mayor and City Council members. The proposal would also include elections for city clerk, city attorney and city treasurer.
The change would mark a significant shift in how Fort Smith’s local government is organized and how residents elect the officials responsible for overseeing city operations and making municipal decisions.
Under the current city administrator form of government, elected city directors establish policy while a city administrator oversees day-to-day operations. Under a mayor-council system, the distribution of responsibilities would depend on the specific structure established for the city, including the powers assigned to the mayor and council.
The city emphasized that the information is intended to help residents understand what would happen if the proposal passes. Fort Smith officials said the city is not advocating for or against the change and is providing factual information so voters can make an informed decision.

The Nov. 3 vote will determine whether Fort Smith retains its existing form of government or begins the process of transitioning to the proposed mayor-council system, with elections for the new positions scheduled for November 2028 if the measure is approved.
