Arkansas – A former treasurer of the Marion County Regional Airport Board has pleaded guilty to felony charges stemming from the theft of more than $117,000 in public funds.
Douglas Starkey, 66, of Yellville, entered a guilty plea on May 20, 2025, in Marion County Circuit Court to one count of felony theft of property and one count of felony abuse of office.
The plea follows an investigation by the Arkansas State Police Criminal Investigation Division (ASP CID), initiated at the request of the 14th Judicial Prosecutor’s Office after concerns were raised about missing funds at the airport in Flippin.
According to investigators, Starkey stole a total of $117,696 while serving as treasurer of the airport’s board of directors. He was arrested by ASP CID special agents on May 12.
As part of his sentencing, Starkey was placed on six years of probation and ordered to repay the full amount stolen to the Marion County Regional Airport.
