FORT SMITH, Ark – A restaurant in the historic Belle Grove neighborhood that was forced to close in the wake of COVID-19 has reopened as a brunch spot under one of the three co-owners. PT’s Manor has opened at 407 North Eighth St., where Bella Bacio was until its business ceased under restrictions to prevent the spread of the virus. Chef Paul Capel, who oversaw the kitchen at the old restaurant and catering operations at 21 West End, has opened the restaurant with both two plans: One is for if restrictions are again placed on the food and beverage industry and a culinary vision for Fort Smith.
