Fort Smith, Ark. – The City of Fort Smith has completed another major infrastructure project under its federal Consent Decree program, with city officials approving final payment during the Aug. 4 Board of Directors meeting.
Project 17-12-C1: 2016 SSA Remedial Measures Sub-Basin S007 focused on upgrading and rehabilitating portions of the city’s sanitary sewer system to improve reliability and reduce sewer overflows.
According to the city, the completed work included replacing approximately 3,794 linear feet of 8-inch sanitary sewer line and 200 linear feet of 12-inch sewer line using the pipe bursting method. Crews also rehabilitated 2,331 linear feet of 8-inch sewer line and 603 linear feet of 12-inch sewer line using Cured In Place Pipe (CIPP) technology.
Additional improvements included the installation of 73 cleanouts, replacement of 27 manholes, rehabilitation of 38 manholes, and replacement of 17 manhole frames and covers.
McClelland Consulting Engineers served as the project’s design engineer, while Forsgren, Inc. completed the construction work.
The project was completed on April 21, 2026, with a total cost of $8,812,088.94.
City officials said funding for the project was provided through Fort Smith’s 5/8-cent sales tax, which is dedicated to Consent Decree-related sewer improvements.
The Consent Decree program includes a series of long-term projects aimed at modernizing Fort Smith’s wastewater infrastructure and meeting federal environmental requirements.
